Have your say on changes to our Taxi Licensing Policy

We’re updating our Taxi Licensing Policy and want your views. These changes aim to make taxi and private hire services safer, fairer and cheaper to use.


What’s changing?

  • Driver rules: Drivers would only need a licence for 12 months and to pass a taxi driving test (instead of being 21 with 3 years’ experience).
  • Vehicle standards: New emission rules replace age limits, so drivers can choose cleaner, affordable cars. Older vehicles will have more frequent safety checks.
  • Enforcement: A revised points system for drivers and operators. Too many points could lead to penalties.
  • Executive cars: Vehicles used only for chauffeuring could be exempt from council plates and door stickers (these show a car is licensed).


Why are we making these changes?

To follow national guidance, improve safety, and support drivers with fairer, more practical rules.
