What is a Community Governance Review (CGR)?
The Council is responsible for carrying out a Community Governance Review (CGR) to ensure community governance arrangement at a town/parish level are working as efficiently and effectively as they should be. Community governance arrangement include parish councils, community associations, or neighbourhood forums.
A CGR is an opportunity for residents, existing town/parish councils and any other interested parties to provide views on:
Does Community governance in the district reflect the identities and interests of the community?
Are communities suitably represented?
Are governance arrangements effective?
Are governance arrangements convenient?
It is also an opportunity for existing town/parish councils to consider and suggest any changes they would like made to their current governance arrangements.
Why are we doing this?
Local Government Reorganisation (LGR) in Greater Essex will abolish Rochford District Council and the current two-tier system of local government in Greater Essex resulting in fewer and larger Unitary Authorities.
The CGR allows the council an opportunity to ensure that community governance in the district continues to be robust, representative and effective as local government changes and new unitary authorities emerge.
What does this mean for Rochford District?
Residents have local representation from parish or town councils.
There are currently 14 parish or town councils in Rochford district.
How will the consultation work?
The CGR will be in two parts:
1. Stage One: November 2025 – January 2026
A broad consultation where we want your ideas and suggestions on what you would consider the best approach in your area.
2. Stage Two: Mid-2026
We will publicise proposals on the basis of what you have told us, and take any comments from you before any decisions are made.
