What is a Community Governance Review (CGR)?

The Council is responsible for carrying out a Community Governance Review (CGR) to ensure community governance arrangement at a town/parish level are working as efficiently and effectively as they should be. Community governance arrangement include parish councils, community associations, or neighbourhood forums.

A CGR is an opportunity for residents, existing town/parish councils and any other interested parties to provide views on:

  • Does Community governance in the borough reflect the identities and interests of the community?
  • Are communities suitably represented?
  • Are governance arrangements effective?
  • Are governance arrangements convenient?

It is also an opportunity for existing town/parish councils to consider and suggest any changes they would like made to their current governance arrangements.


Why are we doing this?

Local Government Reorganisation (LGR) in Greater Essex will abolish Brentwood Borough Council and the current two-tier system of local government in Greater Essex resulting in fewer and larger Unitary Authorities.

The CGR allows the council an opportunity to ensure that community governance in the borough continues to be robust, representative and effective as local government changes and new unitary authorities emerge.


What does this mean for Brentwood?

  • Many residents already have local representation from parish or town councils.
  • There are currently 9 parish or town councils in Brentwood borough.
  • Parts of the borough, mainly around Brentwood town, do not have local representation.

We want to know if residents, existing town/parish councils and any other interested parties would like to change that.

We also welcome alternative ideas, such as:

  • Redrawing parish boundaries
  • Establishing new parish councils
  • Other types of community governance (neighbourhood committees, forums, residents’ associations)



How will the consultation work?

The CGR will be in two parts:

1. Stage One: November 2025 – January 2026

A broad consultation where we want your ideas and suggestions on what you would consider the best approach in your area.

2. Stage Two: Mid-2026

We will publicise proposals on the basis of what you have told us, and take any comments from you before any decisions are made.

  • We are reviewing how local communities in Brentwood are represented, particularly in light of upcoming changes to local government. Some areas currently have parish councils, while others do not. We would like your views on whether existing arrangements should remain, new parish councils should be created, or alternative forms of local governance - such as neighbourhood forums - should be considered.
